Study on the Institutional Functionality for Development

Objetive: The aim of this study is to determine the weaknesses and strengths of a particular institutional structure in relation to its capacity to stimulate local economic development.

Aspects to analyse:

* Institutional density

 Regional and local public authorities structure to stimulate development (For example: Government offices or departments, development plans, etc.)

 Regional and local laws and rules which directly or indirectly stimulate or deter social and economic development.

 Institutional channels for private and social sector participation in regional and local development processes.

 Institutional networks among local agents including the public sector, universities, private and social organisations, technological centres, etc.

 Local networks with external agents.

 Role of non-governmental organisations (NGO's) in development issues.

* Institutional efficiency

 Educational level and work experience of civil servants working in local development issues.

 Origin of the main development actions currently implemented.

 Participation of the federal, regional and local authorities in local development policies (design, implementation, financing and evaluation).

 Coordination and synergy of development actions.

 Public, private and social points of view about which are the main problems and challenges to achieve economic development goals. Public, private and social proposals of solutions for facing them.

 Governmental position on civil society and private sector active and constant participation on development processes.

Agents to whom the study should be directed:

* Members of regional and local governments.

* Representatives of business associations and chambers of commerce.

* Representatives of social organisations.

* Members of universities and technological centres.

Survey methodology: The nature of the study implies the utilisation of qualitative and quantitative methods. The main elements of the survey are:

* Clear definition of analysis and evaluation criteria.

* Design of questionnaires refered to specific indicators.

* Sample design.

* Generating and collecting information.

* Database construction.

* Information analysis.
